FOR PUBLICATION Argued and Submitted November 1, 2000--San Francisco, California OPINION We must decide whether the bankruptcy court was correct to give preclusive effect to an issue raised in a prior state court proceeding. Because we conclude that the state court's treatment of the issue in question satisfies California's thresh-old requirements for the application of collateral estoppel, and because we conclude that application of collateral estoppel in this context would further the policies underlying the doctrine, we affirm the Bankruptcy Appellate Panel's decision affirming the bankruptcy court.
